Umur was a Turkish historian. He studied at the Beyazit Mosque in Istanbul. After the Russian occupation of his home region in 1916 he became an activist in the Turkish nationalist movement. He was mayor of Samsum from 1935 to 1936.
Umur wrote on an ancient myth of Ancomah, a lost city thought to have existed close to Trabzon on the Black Sea and synonymous with Atlantis.
